Pembroke Strategic Growth Area (SGA) Implementation Plan
Located in the center of the city, the Pembroke Area is one of the city’s key strategic growth areas, places identified as absorbing most of the city’s future growth. This project included extensive work with community workshops and visioning, focus groups, and visual preference surveys.
The Pembroke Area encompasses the city’s central business district and the Town Center of Virginia Beach. The strategic plan will broaden this core area and extend the pattern of high quality, urban mixed-use development. The plan focuses on five sub-areas that have unique needs – the strategic plan will address theses and relate them to the overall vision. The Pembroke Area Strategic Plan will be based on the goals set forth in the cities 2003 Comprehensive Plan including efficient land use; transit-oriented development; and a range of transportation, parking, and open space opportunities.
A key feature of the planning process is creating a vision for the area through the development of visually compelling graphic illustrations and maps.
